A fair distribution of stolen goods was a top priority in a code of conduct written by South Korean veteran chiefs who have a track record of spending many years in prison for habitual robbery.

The code was disclosed on Friday when police in the southern city of Gwangju arrested a 61-year-old man identified only by his surname Hwang on charges of breaking into a house for robbery.

Hwang told investigators he had led a group of four elderly thieves from 2004 after signing on a strict three-point platform: a fair distribution of stolen goods, a ban on inflicting an injury to victims, and the nondisclosure of their activities.

The gang members have successfully accomplished their mission many times while observing their platform faithfully.

But Hwang failed to plead the Fifth and opened his mouth on activities by other members when he was caught by police this month on charges of robbery, leading to the arrest of a 71-year-old gang member.
