South Korean President Park Geun-hye approved special pardons Friday for some 1.42 million people who were penalized and had driving licenses cancelled or suspended due to traffic violations.

South Korean presidents usually grant special pardons to mark key national holidays, including the August 15 Liberation Day commemorating an end to Japan's 1910-45 colonial rule over the Korean peninsula.

The list of those who received special pardons included 68,000 who had driving licenses suspended and 8,500 who have licenses cancelled. They would be cleared of  charges and penalty points.

However, serious offenders like drunk driving, hit and runs and deadly traffic accidents were excluded from Friday's special pardons which also affected thousands of others including businessmen involved in corporate or economic crimes.
