Chinese woman tried to ship her newborn in plastic bag to orphanage

A 24-year-old Chinese woman later identified as surname Luo from Fuzhou, China was arrested after the authorities found her trying to ship her newborn daughter in a bundle of plastic bags to an orphanage on August 10. The mother is still under investigation for child abandonment.

The baby was transferred to a nearby hospital in Fuzhou and is in a stable condition.

The young mother handed her package to a mail carrier and did not let him inspect the contents of her shipment that had been wrapped tightly in plastic bags. He was taking his normal route of delivery and pickup when he noticed the package started moving and making noises. 

The courier opened the package immediately to find a severely dehydrated newborn inside to his horror. A group of people who were near him tried to revive the girl by dabbing water on her lips with a cotton swab and tried to cool her down as the temperature that day reached 98 degrees in Fahrenheit (37 degrees in Celsius). 
 

A few of the people at the scene recorded the ordeal with their cell phones and the videos started circulating online including YouTube.

The Chinese officials said in their statement, "Police have identified the mother, who said she would take the baby home." However, Chinese people on the social media expressed their outrage and opposed the idea as the mother may abandon her baby again in another way.

There are over 600,000 cases of child abandonment nationwide that are documented, but other agencies have said there are closer to 1 million babies who get abandoned without being reported. Newborn girls used to be abandoned more before because of Chinese 'one child policy', however, ever since the Chinese government officially put an end to the policy in 2015, the orphanages in China are no longer flooded with girls.

It is unclear at this point if the Luo will be charged with the child abandonment after the investigation.
