New building under construction in N. Korea's light reactor site

SEOUL -- North Korea's light water reactor is apparently not in full operation as construction of a new building probably for engineers is under way near the site, according to 38 North, the website of a U.S. research institute.

The North's nuclear complex in Yongbyon has a graphite-moderated reactor which allows the nuclear-armed country to acquire fissile material for nuclear bombs by reprocessing weapons-grade plutonium. Since 2010, North Korea has been building an experimental light water reactor (ELWR).

It's difficult to predict when construction of the new reactor will be completed. Experts suggest it could not only provide electricity for civilian purposes but also produce fissile material for nuclear weapons.

New satellite imagery showed construction of a new building has begun across from the ELWR's main personnel entrance, 38 North said, adding an old support building near that new structure has also been partially razed.

"The new building, while only in an early phase of construction, exhibits the internal wall structure typical of an engineering laboratory or office building," it said.

If this new building includes engineering offices, it begs the question whether North Korea would initiate full operations of the new reactor before having personnel moved into their onsite offices, 38 North said.

"Given the importance placed on the ELWR as a showcase of North Korean technological prowess, it is also hard to imagine that any ELWR 'firing up' would take place with ongoing building construction in full view across from the main entrance of the reactor."

The Yongbyon complex has been the focus of international attention since North Korean leader Kim Jong-un agreed to hold summit talks with South Korean President Moon Jae-in on April 27 and U.S. President Donal Trump by May. Kim said he was willing to discuss denuclearization.
